Billy Miller | President & CEO
Billy Miller is the President and Chief Executive Officer of InfraStripe. He is responsible for creating and implementing organizational vision, mission, values, and overall strategic direction of the company. Billy’s work involves leading, guiding, and evaluating executive leaders while making certain the strategic direction flows throughout the organization to ensure its realization. Working with guidance from Board of Directors while creating an organization that will grow and flourish, he evaluates potential acquisitions that will enhance shareholder value.
With over 30 years working in the construction industry, Billy started in safety roles but has spent the last 12 years in executive operational roles. He’s worked with domestic and international companies, such as Penhall, CB&I, Shaw Group, Zurich and Guy F. Atkinson Construction, Balfour Beatty, and Gust K. Newburg. Billy is an experienced infrastructure leader with a history of working in the construction and insurance industries. Skilled in Enterprise Risk Management, Operations Management, Safety Management Systems, Estimating Management, Project Controls, Performance Management, and Contract Management, Billy is a strong business development professional with a focus on profitability and sustainable growth for delivering value to investors.
Billy has been an active member of the Associated General Contractors of America, the Construction Industry Institute (CII), and a new member of the American Traffic Safety Services Association.
Billy graduated from Northwestern State University LA and has completed Construction Project Management from CII as well as Construction and Leadership Management from FMI Leadership Institute. Billy currently resides in Charlotte, North Carolina where he enjoys fishing and time with his family.
Rob Roberts | Chief Financial Officer (CFO)
As the CFO of InfraStripe, Rob Roberts oversees Accounting, IT, Insurance, and Mergers & Acquisitions (M&A). With 25 years of experience in the Construction and Manufacturing sectors, Rob brings a wealth of expertise to the team. He has successfully participated in over 75 M&A transactions, with a proven track record in due diligence and integration processes.
Rob has a passion for creating sustainable strategies that drive rapid growth and thrive in turnaround environments. Known for his ability to develop best-in-class teams and processes, he has a history of maturing organizations and delivering premium returns on investment for all stakeholders. A unique strength of Rob’s is his talent for bridging the gap between frontline teams and the sophisticated needs of Private Equity or Board Level members, effectively translating complex information for diverse audiences.
Throughout his career, Rob has contributed to the success of companies like Flex, Continental Tire, Electrolux, and Steel Partners. Outside of work, he enjoys traveling and playing golf with his family.
Virgil Barton | Chief Operations Officer (COO)
Virgil Barton is the Chief Operations Officer (COO) for InfraStripe. In this role he is responsible for all office and field operations across all business groups. Virgil brings a vast wealth of experience in engineering, procurement and construction and is a recognized leader in the construction industry. Virgil has worked in multiple business lines including; Power (Fossil and Nuclear), Nuclear D&D, Oil and Gas, Telecommunications, Environmental / Infrastructure, Shipbuilding. In Virgil’s most recent role, he was principle owner and lead consultant for Barton Energy Associates serving multiple business lines with a focus on the power industry. Virgil has a passion for quality and safety and recognizes that the success of both are dependent on leadership modeling the behaviors we expect from each of our employees. His previous employment included Penhall Company, The Shaw Group/CB&I, Bechtel, Stone & Webster, Brown & Root and Ingalls Shipbuilding Corporation.
Virgil has held leadership positions within the Construction Industry Institute for over 25 years, including Co-Chair of Implementation Strategy, Co-Chair of Strategic Planning, and served on the Executive Committee. In 2008, Virgil received the CII Service award for outstanding contributions to the Construction Industry Institute.
Virgil attended the University of Alabama and received a BS Degree in Interdisciplinary Studies.
Carlos Villanueva | Corporate Operations Manager
Carlos Villanueva is the Corporate Operations Manager for InfraStripe. He is responsible for all the general oversight of subsidiaries, which encompasses personnel supervision to ensure health, safety and performance, direction of bidding to promote securing and fulfillment of advantageous contracts.
With over 30 years of experience in the construction industry, Carlos brings a proven track record of successfully estimating and managing projects through analytical and diligent work in international markets as diverse as Europe and South America. Carlos has a strong background in professional business and operations management, as well as, project planning, job costing, contract administration, risk assessment and job execution. He graduated from University of North Carolina at Charlotte and continued his higher education at Universidad Central de Venezuela, where he developed a great part of his professional career in project and construction management, before continuing to the European market in privately owned developments in Spain. Carlos is fully committed to this new challenge in his life and appreciates the opportunity to help InfraStripe grow. He enjoys playing the piano and spending time with his family.
Mike Martin | Director of Human Resources
Mike serves as the Director of Human Resources at InfraStripe, where he oversees all aspects of Human Resources operations, ensuring that the company’s HR strategies align with its business goals. With over 22 years of experience spanning the construction, energy and manufacturing industries, Mike brings a wealth of knowledge and strategic approach to his role.
Prior to joining InfraStripe, Mike held various HR leadership positions where he was responsible for the development and implementation of successful talent management strategies, enhancing employee engagement and retention, and driving organizational change. His expertise includes workforce planning, organizational design, talent acquisition, employee relations and employee/leadership development. Throughout his career, Mike has played an integral role in organizational growth and development both organically and through mergers and acquisitions.
Mike holds a bachelor’s degree in communications from The University of North Carolina at Charlotte and has completed advanced leadership training through the Harvard School of Business. His educational background, combined with his experience with practical application, allows him to effectively navigate complex HR challenges and foster a positive work environment.
Outside of his professional life, Mike is a devoted husband and father of two. He enjoys fitness training, engaging outdoor activities and spending quality time with his family.
Scott Wilkinson | Director of Environmental Health & Safety
Scott Wilkinson is a seasoned professional with over a decade of experience in commercial development and construction risk mitigation, specializing in environmental health and safety. He began his career as a government contractor, where he developed a strong foundation in project management and operational efficiency. This early experience instilled in him a profound appreciation for the importance of strategic planning and adaptability in high-stakes situations. Transitioning to the corporate world, Scott joined Fluor Corporation, focusing on commercial construction and risk evaluation. His ability to navigate the intricacies of large-scale projects quickly established him as an asset within the organization.
Following his tenure at Fluor, Scott expanded his expertise by collaborating with industry giants such as BP and Lendlease. These roles allowed him to deepen his understanding of diverse market demands and operational challenges faced by Fortune 500 companies. Through his work with these organizations, Scott has been at the forefront of innovative risk mitigation strategies that encompass both construction and environmental health and safety considerations. His experiences have equipped him with a robust toolkit of skills and insights that enable him to identify potential pitfalls before they arise, ensuring that projects proceed smoothly, efficiently, and in compliance with safety regulations.
